   会議の内容を踏まえて、今後のチャレンジドの就労支援のあり方をと行動指針を「神戸98★89宣言」に取りまとめ、実行委員会および主要講演者の署名を得て、会議の終了時に公開した。以下に、その日本語ならびに英語の文章を転載する。  
     
 

「神戸98★89宣言」

 私たちは、1998年8月8日(土)、9日(日)の2日間、神戸で、「チャレンジド・ジャパン・ フォーラム国際会議(Challenged Japan Forum UNIVERSAL Meeting)」を開催しました。「Go for it!(やるしかない)」のメッセージに、日本国内はもちろん、スウェーデンなど世界各地から350人余りの人たちが参集され、「情報技術を用いたチャレンジド(障害者)の就労促進の理想像を考察する」をテーマに、熱気に包まれた会議となりました。

 私たちは今、21世紀を目の前にして、社会の構造、生活様式、経済、文化など、あらゆる分野で、これまで経験しなかった速い変化の中に暮らしています。日常生活は、以前と比べ、豊かになってきました。

 それを支えているのが、ネットワークをはじめとする情報技術(IT,Information Technology)です。情報技術を活用して、仕事を持ち、積極的に社会に参加していこうという前向きな障害者・ チャレンジド(Challenged)の生活に新たな地平をという願いで私たちはこの会議を開きました。

 私たちは、2日間の会議を通して、チャレンジドの挑戦意欲を実現する手段として、情報技術が 大きな役割を果たしていることを改めて確認しました。コンピュータ・ネットワークをはじめとする情報技術は自由な空間移動が困難なチャレンジドにとって、ビジネス社会に参入する強力な手段 となりうる事例が国内外から数多く報告されました。一方で、その実現のためには、まだまだ越えなければならないハードルがあることも明らかになりました。チャレンジドがITを使いこなす力や 専門業務能力を身につけなければなりません。さまざまな障害を持つチャレンジドが使いやすい情 報機器の開発も求められます。さらに技術的な課題の解決だけではなく、雇用制度や雇用条件の改革といった社会制度面の整備も必要です。チャレンジド自身の意識改革も求められています。

 私たちは、この会議での意見交換や討論の成果を踏まえ,ここに「神戸98★89宣言」を提唱します。
(1) 私たちは、情報技術を用いて経済的・社会的自立を目指すチャレンジドを支援するための努力を継続的に行います。そのための情報交換や出会いの場の創出に努力します。

(2) 私たちは,チャレンジドの雇用創造と情報技術習得を支援するために、チャレンジドと企業・行政・NPO組織・大学・地域コミュニティの情報交換や連係の場の創出に関して、今後とも継続して努力いたします。

(3) 私たちは、チャレンジドがその目標に向かって活発に活動を行うために必要と考えられる、地域社会システムの変革についての積極的な提言や行動を行っていきます。

"DECLARATION KOBE 98★89"

"CHALLENGED JAPAN FORUM UNIVERSAL MEETING" was held in KOBE on August 8 and 9, 1998. Under the slogan "Go for it!", more than 350 people from Japan and all over the world including Sweden, participated

the conference. There were enthusiastic talks about "studying the ideal promotion for employment of the Challenged (handicapped) people using information technology" in the conference.

Facing the 21st century, we are living today in a world of rapid change where the social structure, life styles, economy and culture change at the rate which we have never experienced before. Our daily lives have improved, owing much to IT (Information Technology) such as network such as the world wide web. The conference was held to turn a new page to the life of the Challenged who wish to actively take part in the society by mastering the use of IT.

Through the two-day conference, we have recognized that IT will take an important role in materializing what the Challenged are eager to do. Many reports from Japan and abroad showed that IT, including computer network, can be a powerful means to enter the business society. This is especially true for the ones who have difficulty in moving from one
place to another like the Challenged. On the other hand, it has been made clear that there are still many problems. The Challenged should master the use of IT and professional abilities. Also it is necessary to develop new information devices which are suitable for the Challenged who are in need of various functionalities. Besides technical solutions, social reforms in employment as well as the change of attitudes of the Challenged themselves are necessary.

Based on the result of opinion exchanges and discussions during the conference, we hereby declare "DECLARATION KOBE 98★89" as follows:

1. Using IT, we will support the Challenged who wish to be economically and socially independent. Also we will provide opportunities for information exchanges and discussions.

2. We will continue to help the Challenged to get IT training and jobs, introduce them to various companies, governments, NPO's, universities, and local communities.

3. We will actively give suggestions and help local community systems reform, in order to help the Challenged live actively and achieve their goals.
